What We Do

The Supervisor of Assessments strives to administer an accurate, fair, uniform, and timely assessment of all real property in Bond County in accordance with and as mandated by the Illinois Property Tax Code.

Our Mission

To help taxpayers understand the assessment procedures to the best of our ability and to locate, identify and appraise all taxable property in accordance with state law and administrative procedures.

Services

It is the function of the county Supervisor of Assessments to monitor and direct the countywide valuation of real property for the purpose of real estate taxation.  This mandated function includes but is not limited to:

  • Provide assistance and information to the individual township assessors.
  • Monitor all functions for compliance with state statutes and Illinois Department of Revenue procedures.
  • Apply exemptions and preferential assessments.
  • Analyze sales data and conduct sales ratio studies.
  • Apply equalization factors.
  • Provide proper taxpayer notification of assessments through mailed notices and publication.
  • Monitor and direct an unbiased appeal procedure to assure due process.
  • Prepare abstracts and reports for submission to the Illinois Department of Revenue.
  • Timely certification of the completed assessment roll to the County Clerk in a manner to facilitate timely tax calculation and billing as prescribed by statute.
  • Assist Board of Review in defense of decisions when appealed to the Illinois Property Tax Appeal Board.
  • Maintain Parcel Identification Numbering System.

2021 to 2022 Assessment Change 19.8% increase

2022 Local Equalization Factor

For 2022 a local equalization factor of 17.4% was applied.  The mention of the local factor in the preamble when the assessments were published is required by 35 ILCS 200/9-213 and has been done and approved by the Department.

Why 17.4%?  Since Bond County was further into the 2022 assessment year, an analysis of the 2022 median level was also included in the applied local factor of 1.174.  The analysis of the 2022 median level indicated that the 2019, 2020, 2021 three year median level of 13.75% would not bring the median level into statutory compliance (33.33%) and in fact would fall short.  This would cause a positive state multiplier which would be added to tax bills.  A positive state multiplier does not increase the assessed value at the county level so the increase is not carried forward to the next year resulting in the next year being deficient, causing a positive state multiplier again.  The local factor does carry forward helping to end the need for a positive state multiplier.

Since the 1.174 local factor does affect the assessed values at the county level the tax rates for 2022 payable 2023 will likely decrease.  A positive state multiplier would not produce the same effect.
